According to an article by TOI according to a report from TOI, the Ministry of Road Transport and Highways ( MoRTH) has required all vehicles to have the high security registration plate ( HSRP) that are sold prior to April 1, 2019.

The high security registration plateis made up of aluminium and is attached to the vehicle using two non-reusable locks. The registration plate comes with a hot-stamped chromium-based hologram with the Ashoka Chakra on the top left corner , which is blue in color and is precise to measure 20mm by 20mm.
In the bottom left part of the plate is an 10 digit PIN (permanent ID number) that is laser-engraved on the reflective sheet. In the same way, the HSRP also comes with an adhesive film that is hot-stamped on the registration numerals as well as letters that carry the word 'India' at a 45-degree angle. The most important reason for this mandate is that the old number plates were easy to tamper with and could be removed or replaced easily.
A stolen vehicle always ends having a new registration plate and makes it difficult for the authorities to track it down however, HSRPs are equipped with an inflexible snap-on lock that cannot be removed and can be quite difficult to replace.
The HSRPs are also beneficial since the most important details about a car including engine number as well as the chassis' number is recorded in a central database. The data stored along with the 10-digit pin becomes essential in identifying stolen vehicle.
The central govt has not put a limit on the cost of HSRP so the price could vary between states. On average, the HSRP cost is around Rs 400 for two-wheelers. It can go up to Rs 1,100 for four-wheelers depending upon the category. The stickers with a colour code can be applied for a cost of Rs 100 for cars that come with an HSRP.

Another option for purchasing the HSRP is through authorized auto dealers, but it's important to note that many dealers aren't yet licensed to perform the process and the best way is to visit your state's Transport Department's website for any details.
